Prof. Dr. Feridun Yenisey is an Emeritus Professor and one of Türkiye’s leading scholars in criminal law, criminal procedure, comparative criminal law, human rights law, police law, and the rule of law. He studied law at Istanbul University, where he later received his PhD and became Professor, before continuing his academic career at Marmara University and Bahçeşehir University. He has taught and conducted research in Türkiye, Europe, and the United States, and has contributed to major criminal justice reform projects, including the preparation of Turkish criminal law and criminal procedure legislation. His expertise brings an essential legal and procedural perspective to Malpractice 2026.
Biography
Prof. Dr. Feridun Yenisey is an Emeritus Professor of Criminal Law and Criminal Procedure, with a distinguished academic career at Istanbul University, Marmara University, and Bahçeşehir University School of Law. He studied law at Istanbul University and worked there from 1971 to 1990, receiving his PhD in 1978 with a thesis on appeals in criminal law. He was appointed Professor in 1989 and later continued his academic career at Marmara University Faculty of Law, where he founded and directed the Research and Learning Centre for Criminal Law and Criminology. He also served as Dean of the Faculty of Mass Media at Marmara University.
In 2002, Professor Yenisey joined Bahçeşehir University School of Law, where he served as Professor of Criminal Law and Criminal Procedure. He also established the Institute for Global Understanding of the Rule of Law and directed the Joint Research Group of Bahçeşehir University and the Max Planck Institute for Foreign and International Criminal Law on European Criminal Law.
Professor Yenisey has conducted research in Austria and Germany, including at the University of Vienna and the Max Planck Institute for Foreign and International Criminal Law in Freiburg. He has also taught courses on comparative criminal law and criminal procedure in the United States, including at Syracuse University College of Law, South Texas College of Law, William Mitchell College of Law, Kansas University School of Law, and Atlanta’s John Marshall Law School. His teaching and research fields include criminal law, criminal procedure, international criminal law, comparative criminal law, human rights law, and police law.
He has played an important role in national and international legal reform and criminal justice development. He served as a government consultant for Türkiye before the European Court of Human Rights and contributed to committees working on organized crime, money laundering, police powers, criminal procedure, criminal law, enforcement law, juvenile justice, and civilian oversight of the internal security sector. He was Vice-President of the Ministry of Justice committee that prepared the draft Turkish Criminal Procedure Code, which was enacted in 2004.
Professor Yenisey is the author and editor of numerous books and articles in Turkish, English, and German. His major works include publications on Turkish criminal law, Turkish criminal procedure, police law, international criminal law, fair trial rights, organized crime, terrorism, human rights, and comparative criminal justice systems. His experience is highly relevant to Malpractice 2026 because medical malpractice involves not only clinical and forensic evaluation, but also legal procedure, evidence, expert testimony, professional responsibility, and the protection of rights within judicial processes.
